I have heard about the unfortunate issues with the Skyline top, and we don't offer anything specifically for that, or a snap top cover for your 2010 Jeep Liberty. I can't provide an exact figure as we haven't yet had the opportunity to install the hitch. However, when installed the top of the receiver tube is directly under the bumper fascia. If you measure downward from the bumper fascia about 2-3/4 inches, you'll be right where the bottom of the receiver tube will be.

There is always going to be some bounce with a hitch-mounted bike rack, even the top racks like your Thule EasyFold XT # TH903202. And while I can't say for sure if yours is bouncing more than it should without having seen it, I can assure you the rack won't snap off.
